Job Purpose:

  • To manage the company Saudization Programs by performing duties as a liaison between the HR department and other departments and operational areas to ensure required percentage of nationals are hired and maintained, also to ensure quality training programs are developed, customized, approved, maintained, revised and properly delivered and documented as required for newly hired nationals.

KEY ACCOUNTABILITIES & ACTIVITIES:

  • Prepare and recommend the Saudization section budget by conducting analysis and preparing data related to specific elements as directed.
  • Monitor the financial performance of the Saudization section against budgets so that areas of unsatisfactory performance are identified and rectified promptly and potential performance improvement opportunities are capitalised upon.
  • Manage the daily operations of the Saudization section to ensure that work processes are implemented as designed and comply with established policies and procedures.
  • Manage the preparation of timely and accurate reports to meet company and department requirements, policies and standards.
  • Develop and implement a Saudization strategy for the company, Ensuring that the company meet the Saudization percentage as set by the government.
  • Plan & Design complete recruitment cycle of the Saudization programs & Saudization retention.
  • Oversee the sourcing and processing of candidates, interview, shortlist and submit the final list to the department manager for their final interview and selection.
  • Liaison with the HRDF or the other organization to enrich the resource of the alternative Saudi employees.
  • Conduct and execute Recruitment campaign and fairs to attract and recruit Saudi talent.
  • Conduct Orientation for new employees of the working environment, company’s mission, affiliation, premises, and their responsibilities and obligations.
  • Interact, deal with and resolve the issues of Saudization percentage of different regions and ensure that issues are addressed timely with regional management.
  • Maintain healthy relations with HRDF, Vocational Training Institutes and other Universities to utilize their services in hiring and maintaining proper pipeline of Saudi talents.
  • Manage the activities and work of subordinates and evaluate their performance by providing formal and informal feedback to ensure that all work within a specific area is carried out in an efficient manner and in accordance with set individual targets.
  • Stimulate subordinates and manage the identification of opportunities for continuous improvement of systems, processes and practices taking into account ‘international best practice’, improvement of business processes, cost reduction and productivity improvement.
  • Recommend improvements to departmental policies and direct the implementation of procedures and controls covering all areas of Saudization activity so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective services.
  • Ensure compliance to all relevant safety, quality and environmental management policies, procedures and controls across the section in order to guarantee employee safety, legislative compliance and a responsible environmental attitude.

JOB SPECIFICATIONS:

  • 5 - 8 years relevant experience in Human Resources including at least 3 years in positions of progressively increasing managerial responsibilities
  • Bachelor’s degree or any equivalent degree preferably in HR
